CONNECTIONS AND COMPLEMENTARITY WITH SIMILAR INITIATIVES

PULMAN - Public Libraries Mobile Advanced Networks

The third international project funded by the European Commission in which the County Library "Cluj" participated as partner. The project started in May 2002. Project duration was 24 months

The PULMAN Network of Excellence was launched under the European Commission's research program for a User-Friendly Information Society (DG Information Society). The PULMAN Network was meant to stimulate and promote sharing of policies and practices for the digital era, in public libraries and cultural organizations which operate at local and regional level.
Initial membership of the PULMAN Network included representatives of 26 European countries, Italy and Romania being members of the PULMAN Network. The PULMAN approach was inclusive and participation extended, in the first instance by the establishment of wider groups of activists in each country.

The National Program for the Automation and Development of Public Libraries Services in Romania
Financed by the Ministry of Cultures and Religious Affairs, based on World Bank funding.

The promoters and co-ordinators of the integrated program, composed of several convergent and complementary projects, are the following:

The National Automation Program comprises the following projects:
a) The National Virtual Library of Romania (full-text database)
b) The Shared National Catalogue (the collective catalogue meant to basically reunite the online catalogues of all public libraries in Romania).

Programs initiated by ALA - American Library Association
• Resolution on Libraries in Romania, January 9, 1990, in Chicago, Illinois:
ALA takes a leadership role in formulating a campaign to work with the appropriate authorities in helping to restore libraries and library services in Romania.
• In 1990 the American Library Association organized The Books for Romania Program that resulted in 250,000 books being sent to Romania.
• Professional formation:
• In 1991 the American Library Association conducted Colloquia for Romania Librarians in Brasov;
• In 1996 the American Library Association conducted Colloquia for Romania Librarians in Iasi.

THE ROMANIAN NATIONAL LIBRARY RESTORATION PROGRAM

PHARE RO 9709 PROGRAMME
"THE CULTURAL DIMENSION OF DEMOCRACY"

"The Cultural Dimension of Democracy" PHARE Program, whose main beneficiary was the Ministry of Culture and Religious Affairs, was approved in 1997 by the European Commission within the "Country Operational Program".
A. "The Institutional Consolidation of the Romanian Ministry of Culture" RO 9709-01 Phare Program (worth 1.150.000 Euro) was contracted by the NOMISMA SpA (Italy) consortium and INFOGROUP CONSULTING (Greece)
B. "The European Cultural Fund for Romania / EUROART" RO 9709-02 Phare Program (worth 850.000 Euro) was managed by the British Council and the Foundation for the Development of Civil Society.

CULTURAL MANAGEMENT TRAINING PROGRAM
All expenses for organising and implementing the cultural management training program were covered from special budgetary PHARE funds.
The training program had the following phases: regional preparation, seminaries and study trips to: Italy, France and Great Britain.

THE 2002-2005 ROMANIAN-ITALIAN CULTURAL CO-OPERATION PROGRAM
Governmental Decision:
The 2002-2005 Romanian-Italian Cultural Co-operation Program is approved. The document was signed in Bucharest on April the 17-th, 2002.

• The convergence between the PULMAN Network and the IOSSPL Project

Initially, the PULMAN Network included members from 26 European countries - both Italy and Romania were members of the network. Primarily, it involved forming numerous activists groups in each country and was meant to encourage the building of an European conscience, the collaboration and dialogue upon digital initiatives and ways to implement them, altogether with the identification of most significant national players. It was also meant to encourage national multidisciplinary events organising. The PULMAN Network was destined to stimulate promotion of practices exchange within public libraries and local and regional cultural institutions, development, assimilation, sharing of standard social techniques and guiding lines for the professional community by means of an easy to use digital format.

The IOSSPL Project benefits from the professional background development and knowledge acquired throughout activities carried out within the PULMAN Network. These activities were disseminated both at national and European level amongst cultural personnel and public libraries. Furthermore, the specific experience attained throughout international co-operation - both Romania and Italy are members of the PULMAN Network - has set the foundation to a long term efficient future professional co-operation. On the other hand, due to its goal to digitalise and interconnect the public libraries, the IOSSPL Project rends new valences to the further development and extension of the PULMAN Network.

LIBECON 2000 - Sets the specific framework of statistical data and information collecting and implementation of efficiency parameters as tools to measure the assessment tasks carried out by libraries

The national development projects require, as a starting base to fundament strategies, statistical data and reports on the evolution of activities within specified institutions, together with efficiency parameters. The IOSSPL Project will integrate all informational premises set by LIBECON, continuing to ease (throughout the automating of library tasks) usage of the statistical tools which were created.

By creating and universalising a new method to pre-set statistics in Romanian public libraries (the method is used since 2001), by creating specific tools to collect data, proposing national resource value standards and recommending those to be included in the "Library of the Future", adoption of the terminology proposed by ISO 2788 for library statistics and by ISO 11610, the LIBECON project has set the foundation to collect and monitor such data.

• The programmatic convergence between the IOSSPL Project (Open-Source Integrated System for the Public Libraries) and "The National Program to Automates and Develop the Services Provided by the Romanian Public Libraries

The National Program and the IOSSPL Project work together and potentate each other by offering one another the necessary framework in order to be implemented and developed.

The National Program has given the opportunity for a long term development of the Romanian public libraries cultural segment accordingly to the Romanian National Long Term Cultural Development Strategy. Both thematically and logistically, the IOSSPL Project fulfils its requirements. The stages already carried out by the National Program have set the framework and the hardware and networking infrastructure that are necessary to develop and implement the new IOSSPL Project.

Furthermore, the IOSSPL Project is intended to automate the services provided by the public libraries which, for the time being, do not hold either specialised informational systems or funds to develop such systems which are absolutely necessary for implementation of the program framework.

• "The Cultural Dimension of Democracy" RO 9709 PHARE Program - development trends for future cultural projects such as IOSSPL Project

The PHARE Program has made a contribution to institutional consolidation of the Romanian Ministry of Culture and Cults and to the elaboration of the Romanian Long Term Cultural Strategy. The two have set the framework for future development trends of all cultural programs dealing with adoption of the newest cultural management systems and IT Era technologies implementation.

The IOSSPL project will continue to promote international cultural development trends in Romania by supporting the E-CULTURE and the development of the communicational and integration infrastructure at the cultural level.

Furthermore, the project is meant to support integration of culture with other fields of interest in order to promote the IT and Democracy Era by means of integrating automated informational systems in public libraries with other structures (institutional, educational, cultural). If the new informational services (communitarian information - cultural, political, social - the labour force market, business information) are automated, the role of social protection will become more important as it will allow citizens free access to information technologies and will ease job searching.

Therefore, the IOSSPL Project will contribute to the long term economic and cultural development of the society.

• The convergence between the Cultural Management Program and the Professional Development Program within the IOSSPL Project

The program was intended for the development of institutional programs dealing with training of human resources, financial development, development of technical and political abilities of the directorate of various cultural, art and patrimony institutions, both at regional and national level.

This program has set the framework for the development of certain future national and international cultural programs by intensively using internal Romanian human resources involved in the cultural segment. Such thing was attained throughout familiarisation of professionals in public and private cultural institution with the practices, methods, systems and procedures to sustain continuous development of Romanian cultural segments, as well as throughout allowing access to knowledge and analytical abilities to help them elaborate projects, find strategies and develop cultural policies within the larger cultural strategy framework.
The IOSSPL Project will continue to train human resources involved in the cultural segments, especially in the public libraries segment, and specialise them in using informational technologies and resources as well as IT Era systems.

 
 
In October 2003, the IOSSPL project worked out by CONTACT NET (Romania) gained an international projects contest launched by the Italian government - the Ministry of Productive Activities, under the framework of the Italian Law 212/1992.

The official launching of the IOSSPL project was announced on June 1st, 2004.

The Ministry of Productive Activities, by the General Direction for the Promotion of Exchanges – Division IV – ROMA, approved, by the Decree of the Ministry of Productive Activities issued on 29/12/2004, the IOSSPL Project (cod 212/03/ROM15) to be financially sustained under the Law 212/92 D.M. n. 171 from 19/04/2001, by 50% co-funding.
